Tysvær is a municipality in Rogaland county, Norway. It is part of the Haugalandet region. The municipality is located on the Haugalandet peninsula on the northern side of the Boknafjorden, just east of the towns of Kopervik and Haugesund. The administrative center of the municipality is the village of Aksdal. Other villages in the municipality include Dueland, Førre, Grinde, Hervik, Hindaråvåg, Nedstrand, Skjoldastraumen, Susort, Tysvær, and Yrke.

The 425-square-kilometer (164 sq mi) municipality is the 231st largest by area out of the 356 municipalities in Norway. Tysvær is the 103rd most populous municipality in Norway with a population of 11,065. The municipality's population density is 27.7 inhabitants per square kilometer (72 / sq mi) and its population has increased by 11.5% over the previous 10-year period.

The municipality lies on the northern shore of the Boknafjorden, with the Skjoldafjorden and Vindafjorden both partially located within the municipality. The island of Borgøy lies in the middle of the Skjoldafjorden in Tysvær. The lake Aksdalsvatnet is the largest lake in the municipality. Another notable lake is Stakkastadvatnet, which lies on the Haugesund-Tysvær municipal border. Tysvær has a number of scenic walks including Heggelifjellet and Kvinnesland, the source of the name Kvindesland.

Today, Tysvær is an independent municipality, which draws strongly towards Haugesund. Although Tysvær is among the region's least populated municipalities, the municipality is rich in industry, such as Kårstø. This makes the municipality the region's richest municipality in relation to the population, which has shown a steady increase since the large municipality was established.

The European route E39 highway and European route E134 highways traverse the municipality with their junction located at Aksdal in Tysvær. The Frekasund Bridge on the E39 highway connects the mainland of Tysvær to the island municipality of Bokn to the south. The Karmøy Tunnel connects Tysvær to the town of Kopervik in neighboring Karmøy municipality.

The Kårstø industrial site is located along the shores of the Boknafjorden in southwestern Tysvær. The site has many natural gas-related facilities including the Kårstø Power Station. Statoil Kårstø is the largest private company in Tysvær with over 500 jobs. Tysvær is also a large agricultural municipality in Rogaland. Over 150 milk producers are the main part of the industry, in addition there are many farms that run sheep. There are over 330 farms with a total agricultural area of approximately 50,000 acres.

It is the councillor's wish that when a comment is given with the headline total overview, it should be based on a reasonable assurance of what the status is and will be. In this comment, the councilor cannot provide this assurance. The corona epidemic has to a large extent made it difficult to give an overall forecast for financial results for the year. There are very different figures between what the government bases on as negative consequences of the epidemic, and compensations to the municipalities for this, and what KS bases on. The councillor's premise for the four-month report is nevertheless:

The municipality's additional expenses / minor income are compensated by the State, and this will then not have a negative effect on the end result for the year.

Taxes, framework grants and finance are commented on in detail below under key revenues. Here is a brief summary:

Tax revenues / income equalization will be reduced by around NOK 9 million due to the closure of the country with the effect it has on the payment of taxes.

Framework grants will be increased with compensations linked to the State's assessments of lost income on tax as well as parental payments and an increase in expenses by NOK 11 million. NOK. The state will not reduce the transfers to the municipalities even if expected wages and price growth in 2020 of 3.6%, which is compensated for in the state budget, is now being downgraded to 1.5%.

Property tax will be slightly weaker than budget with NOK 1,250,000 due to lower tariffs on rectifier systems phase 2. Complaints still in handsaming.

There is a lot of activity in the municipality, and the councilor experiences that the vast majority of residents are satisfied with the services provided by the municipality.

Net operating profit for 2019 was NOK 60.5 million, which constitutes 5.3% of operating revenues, while the target figure for the municipality is set at a minimum of 4%. The average in Norway is 1.7%. Tysvær still has good financial freedom of action. At the same time, Kostra figures for 2019 show that the municipality is very high in terms of expenditure compared to other municipalities; and the deviation from comparable municipalities has increased in 2019. The municipality must have a strong focus on this development in the future. Much basis can lie in the work that is now being done in the major plans that are in the works.

The services and tasks are many, and the municipality can be perceived as confusing and consisting of many different units that do not interact to a sufficient degree. The councilor wants an organization that is educational, innovative and that appears as one municipality that works towards the same goals. In order to achieve a more holistic collaboration, it is important to have common goals for the organization. Therefore, in 2019, target maps were prepared for Tysvær municipality. The main goals in the goal map are Development through co-creation, Interaction as a first choice, Climate and environmentally conscious choices and Attractive workplace. In addition, sub-goals have been prepared. In order to achieve a common commitment and a clear direction, a goal map will be a guide and an important tool for this work.

NEW GIV - absence project has been in focus throughout 2019. The goal of this project is to reduce sick leave. In 2019, our focus has been on competence development and the preparation of overall routines and tools. Sick leave is declining, and the project will continue in 2020 as well. In February 2019, a decision was made in the municipal council that work should be done to make Tysvær municipality a full-time cultural municipality. Systematic work is being done on this, and the proportion of full-time employees is slowly rising. This is a work that will be crucial for recruitment and quality in the services in the future.

In the future, the municipality will focus more on cooperation with the voluntary sector. Volunteers make a significant contribution to the inhabitants. In 2019, a voluntary plan was adopted that points out how the cooperation between the municipality and the voluntary sector can be even better. The "Youth Promise" is an initiative that focuses on young people as a resource and where a good social environment in school and leisure is focused. The work will start in 2019 and one will engage the youth themselves together with parents and volunteers in the future efforts. The kindergarten use plan that was adopted in 2019 points to changes in the need for kindergarten places. There is a marked increase in the number of 1 and 2 year olds attending kindergarten. This presents challenges in the building stock that one will take into account.

A lot of resources have been invested in connection with the particularly important planning work within Health and coping. There is our broad involvement among the inhabitants with dialogue meetings, workshops, etc. The municipality entered into and a collaboration with Tysvær bygdeblad to find out what the inhabitants themselves want. This is a whole new way of working. The input will be taken further in the work on the plan. Also this year, the municipality has opened new and modern service buildings. Finally I got Stegaberg and Stølsberg in place. These are buildings that for the inhabitants who do not like to shout the loudest. It was also a milestone when a new fire station at Hinderåvåg was opened and put into use in the spring of 2019. A new fire station has been our desire for a long time, and will contribute to increased preparedness for fire and other accidents for Nedstrand and the surrounding villages.

In order for the municipality to be able to make use of welfare technology and other digitization, it is a prerequisite that the necessary infrastructure is in place. The municipality is therefore starting an extensive work to expand fiber to all households and cottages in Tysvær municipality. This is a historical and future-oriented investment in both a local and national context. Everything is in place for Tysvær municipality to be able to meet tomorrow's challenges. The councilor is nevertheless clear that the municipality must be a precursor to lower tax revenues and transfers in the years to come. Therefore, it is crucial that we as soon as possible become a «normal cost municipality.

Tysvær Church (Norwegian: Tysvær kyrkje) is a parish church of the Church of Norway in Tysvær Municipality in Rogaland county, Norway. It is located in the village of Tysværvåg. It is the church for the Tysvær parish which is part of the Haugaland prosti (deanery) in the Diocese of Stavanger. The white, wooden church was built in a long church style in 1852 using designs by the architect Hans Linstow. The church seats about 490 people.

The earliest existing historical records of the church date back to the year 1338, but the church was not new that year. The old stave church was probably built in the 13th century since the baptismal font is dated back to that time period. In 1630, the old church was torn down and replaced with a new church. In 1819, the church was damaged in a storm and it was repaired. In 1852, a new church was constructed right next to the old church, slightly to the northeast. Shortly after the new church was completed, the old church was torn down and its materials were sold at auction.

Nedstrand Church (Nynorsk: Nedstrand kyrkje; historic: Hindaraa kirke) is a parish church of the Church of Norway in Tysvær Municipality in Rogaland county, Norway. It is located in the village of Hindaråvåg. It is one of the two churches for the Nedstrand parish which is part of the Haugaland prosti (deanery) in the Diocese of Stavanger. The white, wooden church was built in a long church style in 1868 using designs by the architects Conrad Fredrik von der Lippe and Hans Linstow. The church seats about 480 people.

The earliest existing historical records of the church date back to the year 1280, but it was not new that year, it may have been built as early as the 12th century. The first church here was likely a stave church that was located at the mouth of the river Hindaråa, about 180 meters (590 ft) east of the present location of the church. The church was originally called Hindaraa Church (until 1881).

In 1656, the old church was torn down and replaced with a new building (or it was heavily renovated and rebuilt). In 1868, a new church was built on the other side of the river at the intesection of two roads, about 180 meters (590 ft) to the west. After the new church was completed, the old church was torn down. In 1881, the church and parish was renamed Nedstrand because the name Hindaraa had fallen out of regular use and the area was better known for the nearby coastal village, Nedstrand.

In the protected building by the ferry quay on Nedstrand stands Norway's oldest preserved customs shed and tells the story of "Ryfylke Toldsted" which was established here in 1630 by Christian IV. The upswing saw led to large-scale production of cut tables and beams in the Ryfylke fjords and heavy traffic of schooners that came from abroad to buy lumber. In return from Europe came merchandise. Nedstrand developed into a trading center, and after the bailiffs settled on Sandsgård also an administration center for "Ryfylke Fogderie".

The youth center at Baustad is protected to document this type of culture house which was very popular in the first half of the last century. It contains a cultural-historical exhibition of older utensils and furniture collected by Ommund Vatland. A complete doctor's office after Dr. Kirkebø, who was a district doctor at Nedstrand 1925 - 1949, is also on display here.

The municipality of Tysvær was established in 1849 when it was separated from the large municipality of Skjold. Initially, the municipality had a population of 2,058. During the 1960s, there were many municipal mergers across Norway due to the work of the Schei Committee. On 1 January 1965, the following areas were merged into a newly enlarged municipality of Tysvær:

the old municipality of Tysvær (population: 1,862)

the municipality of Nedstrand (population: 1,200)

the Gismarvik, Førre, and Stegaberg areas of Avaldsnes municipality (population: 994)

the Grinde, Dueland, and Yrkje areas of Skjold municipality (population: 1,133)

the Breidal and Stølsvik farms from Vats municipality (population: 16)

the Hapnes and Dokskar farms from Vikedal municipality (population: 2)

On 1 January 1969, the small Sponevik farm area (population: 6), just north of the village of Skjoldastraumen, was transferred from the neighboring Vindafjord municipality to Tysvær.

The municipality (originally the parish) is named after the old Tysvær farm (Old Norse: Teitsfjörðr), since the first Tysvær Church was built there. The first element is the genitive case of the old male name Teitr and the last element is fjörðr which means "fjord".

The coat of arms was granted on 3 February 1984. The arms show a silver heron on a blue background. The heron was chosen as a symbol for the municipality since there are several large colonies of gray herons in the municipality.

Today's Tysvær municipality was established at the amalgamation of municipalities on 1 January 1965, when the former Tysvær and Nedstrand counties in their entirety merged into the large municipality, which was also given parts of the adjacent Avaldsnes, Skjold, Vats and Vikedal counties. The western settlements in today's Tysvær, Førre by the Førresfjord, Frakkagjerd, Aksdal, Gismarvik, Stegaberg and Høie were in Avaldsnes municipality, which was divided between Tysvær and Karmøy in 1965. From here the new municipality got 994 inhabitants.

Formerly Tysvær county included the settlement layers Hetland, Førland, Tysværvåg and Slåttevik by the Førlandsfjord, Falkeid and Kårstø by the Boknafjord and Hervik by the Hervikfjord. These areas form the southwestern part of today's Tysvær municipality and had 1862 inhabitants in 1965. It is interesting to note that during 115 years as a separate county, the population had decreased by almost 10% in Tysvær. The eastern settlements, Espevik, Muslandvåg, Hindervåg, Amdal and Nedstrand along Nedstrandsfjorden and Vindafjorden were in Nedstrand municipality, which in its entirety went into Tysvær in 1965. Here there were 1200 inhabitants, which was a decrease of almost 30% of less than 100 year!

The northern settlements, Straumen (Skjoldastraumen) by Skjoldafjorden, Stakland and Grinde by Grindafjorden, Våg and Sundfør were in Skjold municipality, which was divided between Skjold and Vindafjord in 1965. From here the new municipality got 1133 inhabitants. Some farms on the south side of Yrkjefjorden, Breidal and Stølsvik were in Vats municipality (16 people) and Hapnes and Dokskar in Vikedal municipality (2 people), were part of Tysvær from 1965. With the exception of a minor boundary regulation on 1 January 1969, when the farm Sponevik (6 people) was transferred from Vindafjord to Tysvær, the municipality's boundaries have been fixed since 1965.

The cultural school aims to give children and young people in Tysvær municipality the best conditions for education in cultural subjects, for the benefit of themselves and others. The Norwegian Cultural School Council has prepared a new framework plan for the cultural school - "Diversity and specialization". The plan presents the cultural school's goals, content and working methods. It also describes the 3 training programs Width Program, Core Program and Specialization Program.

The largest sports teams, which have football as their biggest activity, still have their football facility at their disposal with both artificial grass, grass and gravel courts. The other sports also have good training conditions. In addition to the football facilities, the municipality has shooting facilities, athletics facilities, kayak facilities and Tysværtunet with several beautiful indoor facilities. In recent years, many new local environmental facilities have been built around the municipality. These are small facilities in the residential area that are calculated for unorganized activity.

All municipalities in Norway, including Tysvær, are responsible for primary education (through 10th grade), outpatient health services, senior citizen services, unemployment and other social services, zoning, economic development, and municipal roads. The municipality is governed by a municipal council of elected representatives, which in turn elect a mayor. The municipality falls under the Haugaland District Court and the Gulating Court of Appeal. The municipal council (Kommunestyre) of Tysvær is made up of 29 representatives that are elected to four year terms.
