Bokn is a municipality in Rogaland county, Norway. It is located in the traditional district of Haugaland. The administrative center of the municipality is the village of Føresvik, the only urban area in Bokn. Other villages in Bokn include Arsvågen, Trosnavåg, and Loten. The island municipality is mostly located on the three islands of Ognøya, Vestre Bokn, and Austre Bokn. All three main islands are connected to the mainland via a network of bridges.

The 47-square-kilometer (18 sq mi) municipality is the 348th largest by area out of the 356 municipalities in Norway. Bokn is the 343rd most populous municipality in Norway with a population of 852. The municipality's population density is 19.1 inhabitants per square kilometer (49 / sq mi) and its population has increased by 2.5% over the previous ten-year period.

The island municipality of Bokn is located on the northern side of the Boknafjorden, at the southern end of the Karmsundet strait. The island of Karmøy lies to the west and the mainland of Tysvær is located to the northeast. The island municipality of Kvitsøy lies south of Bokn and the island municipality of Rennesøy lies to the southeast of Bokn.

Bokn is one of the smallest municipalities in Rogaland, consisting of three main islands: Ognøya, Austre Bokn, and Vestre Bokn. There are also some smaller, uninhabited islands surrounding the main islands. The islands are rugged with many small hills with small lakes in the valleys. The hills are largely covered with heather, but bushes and trees are increasingly competing, especially birch. The highest point is the 297-meter (974 ft) high Boknafjellet, a small mountain on Vestre Bokn island.

The three islands of Bokn are now linked via bridges to Tysvær municipality on the mainland. These bridges are part of the European route E39 highway and they are part of the main coastal highway between the cities of Stavanger and Bergen. There is a ferry connection southward across the Boknafjorden to Rennesøy which is connected by road to Stavanger. The planned Rogfast undersea tunnel will directly connect both sides of the Boknafjorden from Stavanger to Bokn, with a planned completion date of 2023.

The E39 goes over all three main islands, and the express buses provide a good connection north to Haugesund and Bergen, as well as south to Stavanger. Ferry Arsvågen-Mortavika. The flag route south has its last stop before Stavanger in Føresvik. The municipality has two campsites, one on Vestre Bokn and one just off the E39 on Austre Bokn. For boaters, there is a new guest harbor in Føresvik with bunkering opportunities and shop / post office.

Apart from a factory producing various tanks made of glassfiber-reinforced plastic (Bokn Plast), there is no industry on the islands other than some fish farming. People have traditionally lived off fishing and farming, but more recently, some work has been done in the North Sea petroleum industry. Tourism is likely to play a bigger part in the future.

The councillor's submission for decision:

1. The attached budget proposal for Bokn municipality for 2019 will be approved at a general level with a net budget of NOK. 72,343,300 in the following framework areas:

2. The councilor is authorized to redistribute measures in the framework area where the changes are of a budget-technical and non-principled nature.

3. The municipal council adopted new operational measures in 2019 - 2022 in accordance with form 2A;

4. The municipal council approved new investments in 2019 - 2022 in accordance with form 2B; NOK 64 million.

The investments are covered as follows:

· School development of NOK 50 million is financed through the use of funds.

· Expansion Bokn waterworks NOK 14 million is financed through borrowing. Borrowing

will be financed through an increase in water tax by 25% in 2019 and a further 15% in 2020.

5. Bokn municipal council decided to take out a loan of NOK 14 million for further development of Bokn waterworks with repayment over 40 years.

6. Other tax decisions: Municipal income tax ears corresponding to the Storting's decision on the maximum rate.

7. Bokn municipal council decides that the kindergarten rates will be adjusted from 1 January 2019 in accordance with the agreed maximum price. Part-time places must be adjusted proportionately.

8. The maximum rates for stays in an institution and help at home follow the regulations in force at any given time for self-payment. The other proposed rates for municipal fees and services for 2019 have been adopted in accordance with the councillor's submission in the fee regulations.

9. For the property tax year 2019, property tax shall be levied in accordance with the Property Tax Act § 3, first paragraph, letter d, "only on commercial property, power plants, wind power plants, power grids and facilities covered by the special tax rules for petroleum" as the law reads after 1 January 2019. pursuant to the Property Tax Act § 4, third paragraph, property tax is also levied on "facilities at sea for farming fish, shellfish, shellfish and other marine species" as such facilities are equated with our chosen discharge alternative pursuant to the Property Tax Act § 3, first paragraph, letter d, as the law reads from 1 January 2019.

In 2019, property tax will be levied on "a specially determined basis" in accordance with the transitional rule to the Property Tax Act §§ 3 and 4, first paragraph, so that the value of production equipment and installations is phased out by 1/7 for works and uses such as from and with 2019 will be counted as commercial property. The special basis in 2019 shall be equal to 6/7 of the difference between the property tax basis in 2018 and 2019 which is caused by the fact that production equipment and installations shall not be included in the basis.

Property tax shall be levied on buildings and land for facilities with production equipment and installations in accordance with the transitional rule to the Property Tax Act §§ 3 and 4, second paragraph.

The general property tax rate for the tax year 2019 is 7 per thousand. The discharge of tax for the tax year 2019 will be based on assessment rates determined at the last general assessment which was carried out with effect from 1 January 2016, but with a specification of tax values for production equipment and installations.

The property tax is written out in 2 semesters, cf. the Property Tax Act § 25, first paragraph.

The mayor and councilor are authorized to enter into negotiations on the sale of the municipality's shares in Haugaland Kraft as. The sales agreement is presented to the presidency for final approval. The income from the sale of the shares shall be set aside in funds.

The annual report for 2019 provides an overview of the municipality's activities in the past year and shows the breadth of what is happening in the municipality. The annual report is based on the same load as previous years.

The population has increased by 12 people in 2019 - an increase of 1.4%. At the turn of the year 2019/2020, the population was 852.

The unemployment rate in Bokn is 6.3% in March 2020, compared with 1.8% the year before. Unemployment for Rogaland was also 9.9% of the labor force.

The business community gives feedback that things are going well, and that there is a good interaction between business and the municipality. Grieg Seafood Rogaland's facility in Trosnavåg, which was taken into use in the spring of 2018, stands out as a large, modern and future-oriented smolt facility. The fish farming industry is an important industry at Bokn - both when it comes to stable jobs, housing and not least when it comes to direct income. Transfers from the aquaculture industry to Bokn municipality have in the last 2 years amounted to about NOK 12 million.

Rogfastutbygginga got off to a good start in 2018 with the construction of air tunnels - both at Bokn and in Randaberg. But came to an abrupt halt when tenders for the large contracts in the project showed large deviations in relation to key assumptions. Although everything indicates that the Rogfast project will be developed, the case is currently being considered by the ministry without any deadline being set for the case to be completed. If the implementation of Rogfast requires cost reductions to be adopted, this could affect traffic safety measures and noise reduction measures at Bokn.

Rogfast, Hordfast and other major transport projects will be able to have major positive ripple effects for business development and settlement on Haugalandet. Although there is currently little activity when it comes to housing construction and business establishments in our part of the country, there is reason to believe that many will look to Bokn for settlement and establishment of business when work on future transport projects is started.

In 2019, we have been working on alternative use of the tunnel masses from Rogfast. The main alternative is to use parts of the tunnel masses for the development of a new residential area / service area on Holmen in addition to expanding the business area to High Comp as. This will enable the relocation of the factory out of the city center in Føresvik and lay the foundation for a positive city center development in Bokn municipality. 2/3 of the masses will go to port development on Husøy to Karmsund Hamn IKS's facility and the rest will be used for the mentioned projects.

The work of preparing an area plan for Knarholmen is affected - both by the Rogfast development and plans for a new road route Bokn - Førde, a new 4-lane road and a new bridge from Knarholmen to Austre Bokn. A signal has been given that the zoning plan for the Bokn Førde road section will be a state plan.

Bokn Church (Norwegian: Bokn kyrkje) is a parish church of the Church of Norway in Bokn Municipality in Rogaland county, Norway. It is located in the village of Føresvik. It is the church for the Bokn parish which is part of the Haugaland prosti (deanery) in the Diocese of Stavanger. The white, wooden church was built in a long church style in 1847 using designs by the architect Hans Linstow. The church seats about 300 people.

The earliest existing historical records of the church date back to the year 1620, but the church was probably built in the 12th century, since that is when the church's baptismal font was made. The first church here was probably a stave church. In 1686, the old stave church was torn down and replaced with a new (small) timber-framed church on the same site. In 1846, the church was again demolished and in 1847 a new church was built on the same site. The church met in a barn on the Laupland farm while the new church was being constructed. In 1933, a new sacristy and choir were added to the building. In 1950 and again in 1990, the church cemetery was expanded on farmland across the street from the church.

 

2.Vestre Bokn

Vestre Bokn is an island in Bokn municipality in Rogaland county, Norway. The 36-square-kilometer (14 sq mi) island is the main island of the municipality. It lies on the northern side of the Boknafjorden at the southern end of the Karmsundet strait. Vestre Bokn lies between the islands of Karmøy (to the west) and Austre Bokn and Ognøya (to the northeast). The main population center on the island is the village of Føresvik, the administrative center of the whole municipality. There are about 661 inhabitants on the island (as of 2014).

Vestre Bokn is connected to the mainland via a series of bridges on the European route E39 highway which connect to Austre Bokn, then to Ognøya, and then to the mainland. There is a regular ferry route from the island across the Boknafjorden to the island of Rennesøy, which in turn is connected to the city of Stavanger by a series of roads, bridges, and tunnels. The Rogfast tunnel, which is currently under construction, will connect this island to the mainland Stavanger Peninsula to the south.

 

3. Memorial stone over Asbjørn Kloster

A stone's throw east of Bokn church is a monument to the founder of the modern austerity movement in Norway, Asbjørn Kloster. He was born on Boknaberg in 1823. The awakened boy learned English on his own and after a while received a solid education at Quaker schools in England. He became central to the Norwegian Quaker movement in the 19th century. Monasteries play an active role both as preachers, educators and, towards the end of their lives, as businessmen and shipwrecks. The stone was erected in 1923 - exactly on his 100th birthday.

The municipality of Bokn (historically spelled Bukken) was established in 1849 when it was separated from the large municipality of Skudenes. Initially, Bokn had 1,035 residents. The borders of Bokn have not changed since that time. The municipality is named after the islands of Austre Bokn and Vestre Bokn (Old Norse: Bókn). The name is probably very old and its meaning is unknown. Before 1889, the name was written "Bukken". The coat of arms was granted on 8 August 1986. The arms are blue with six silver / white circles in the shape of a triangle. The blue background represents the sea and the 6 circles represent silver coins, which symbolize the richness from the sea since it is an island municipality and therefore dependent on fishing and sailing.

2. 文化体育

The municipality's millennium site is a place by a historic kvednabekk. A mill house has been built there as it was in the old days. There were previously many mill houses along the stream, which runs from Boknabergsvatnet and out into Boknasundet. The municipality's millennium tree is planted on the site. The municipality arranged an open referendum for the inhabitants who decided the place, and the purpose was to recreate a historic environment. The municipality also has a plot on one side of the stream, which is intended for museum purposes, which i.a. involves moving the village museum. There is an intention to develop various activities in this environment, e.g. for Den kulturelle skolesekken, and the place has had sporadic activities throughout, with i.a. school classes and retirees who have shown how they made flour in the past.

All municipalities in Norway, including Bokn, are responsible for primary education (through 10th grade), outpatient health services, senior citizen services, unemployment and other social services, zoning, economic development, and municipal roads. The municipality is governed by a municipal council of elected representatives, which in turn elect a mayor. The municipality falls under the Haugaland District Court and the Gulating Court of Appeal. The municipal council (Kommunestyre) of Bokn is made up of 17 representatives that are elected to four year terms.
