Kvitsøy is an island municipality in Rogaland county, Norway. At only 6.29-square-kilometers (2.43 sq mi), it is the smallest municipality in Norway by area and one of the smallest by population. Kvitsøy is located in the traditional district of Ryfylke. The administrative center of the municipality is the village of Ydstebøhamn on the island of Kvitsøy. The municipality is an archipelago located at the entrance to the large Boknafjorden. It sits about 2 nautical miles (3.7 km; 2.3 mi) northwest of the mainland Stavanger peninsula. The Rogfast tunnel is being built to eventually connect Kvitsøy to the mainland road network.

The 6-square-kilometer (2.3 sq mi) municipality is the 356th largest by area out of the 356 municipalities in Norway, making it the smallest in the nation. Kvitsøy is the 350th most populous municipality in Norway with a population of 517. The municipality's population density is 82.3 inhabitants per square kilometer (213 / sq mi) and its population has decreased by 1.9% over the previous 10-year period.

The municipality is an archipelago located at the entrance to the large Boknafjorden. It sits about 2 nautical miles (3.7 km; 2.3 mi) northwest of the mainland Stavanger peninsula and south of the islands of Karmøy and Vestre Bokn. The largest island is Kvitsøy, and it is connected with a few of the other islands in the archipelago, but most of the islands are uninhabited.

The islands are completely engulfed by the Gulf Stream and hence have a typically wet West Nordic coastal climate. The sea between the islands and the mainland is never frozen. Due to the maritime influence, summers are often chilly with temperatures between 15 ° C (59 ° F) and 20 ° C (68 ° F) being the norm. Winter highs usually are in the mid-single digits in all of the Greater Stavanger region.

There are no larger mammals in Kvitsøy except for seals (kobbe) and small dolphins (nise). The islands have a rich marine bird life. Many different plants are found on the islands. Some are natural to Norwegian flora, while others have been transported by ships emptying their hulls of ballast before entering the port of the nearby city of Stavanger.

When the T-connection to Karmøy opened on 5 September 2013, the ferry connection north to Fylkesvei 47 Skudeneshavn was closed. Through the road project Rogfast, Kvitsøy will have a mainland connection through the Kvitsøy tunnel and the Boknafjord tunnel. The project has been politically approved and is scheduled to begin in the autumn of 2017 or 2018. The tunnels will be ready for use at the turn of the year 2025–2026.

Kvitsøy used to be the site of high power short wave and medium wave broadcasting transmitters of the national broadcasting company, NRK. The aerial tower of the medium-wave transmitter is the Kvitsøy Tower. The transmitter for the medium-wave channel 1314 kHz was switched off at 22:00 UTC (Midnight local time) on Friday June 30, 2006, shortwave broadcasts continued until 2011. In May and June 2012, the entire site was dismantled.

Kvitsøy municipality started the year with a budgeted accounting consumption of approx. 1.3 million kroner. In the last four-month report, we budgeted with a lower consumption of approx. 300,000 kroner. Final accounts nevertheless show a lower consumption of approx. NOK 900,000 and net operating profit of approx. 547,000 kroner. This constitutes a net operating profit of approx. 0.8% measured against operating revenues. The difference between budgeted and final "profit" is approx. 600,000 and is mainly due to net premium variances that have a positive effect on the accounts. If you correct for premium variances, both net operating profit and accounting lower consumption are lower, and show that even though budget discipline is good, Kvitsøy municipality has small margins. We have fund reserves that we can consume to maintain profits, but this is not a long-term solution.

Estimates of tax revenues were adjusted downwards in the four-month reports, but final accounts show even lower revenues than we anticipated. At the same time, framework grants (including compensation for loss of tax revenues) ended higher than we had estimated. The net effect of this had a positive effect on the accounts about. 200,000 compared to the revised budget.

Pension expenses for 2019 have been higher for most areas than what we budgeted. In return, we have recognized a larger additional income related to premium variances. For the departments, the final accounting figures are therefore somewhat misleading, as this accounting technical exercise creates an additional expenditure on the departments, while the income is entered at a separate responsibility without a budget.

Expenditure on salaries is the budget item for the municipality. In the final accounts, total salary items, including reimbursements, show that in most departments we are very close to budget. As they comment later in the annual report, Kvitsøy School has the largest underspending related to recruitment, as well as additional revenues from state reimbursements and reimbursement of sickness benefits.

Maintenance of the various buildings also shows some budget overruns along with expenses for electricity, and various consulting services and legal assistance.

Kvitsøy Church (Norwegian: Kvitsøy kirke) is a parish church of the Church of Norway in Kvitsøy Municipality in Rogaland county, Norway. It is located just north of the village of Ydstebøhamn on the island of Kvitsøy. It is the church for the Kvitsøy parish which is part of the Tungenes prosti (deanery) in the Diocese of Stavanger. The small, white, wooden church was built in a long church design around the year 1620 using designs by an unknown architect. The church seats about 150 people.

The earliest existing historical records of the church date back to the year 1293, but it was not new that year. Around 1620, the old medieval church was torn down and a new church was built on the same site. It is possible that some of the materials from the old church were reused in the new building. The altarpiece was new in 1620, but the baptismal font is dated back to around the year 1300, so it was used in the old church as well. The church has been remodeled and expanded since the original structure was built. In the 1950s, the original rosemåling decorations on the walls were discovered and restored.

The stone cross by Leiasundet, also known as Kvitsøykrossen, is Kvitsøy's most famous ancient monument. It is 3.9 meters high, and one of the highest of its kind in the country. The cross is easily visible from the shipping lane, and has therefore been a well-known sea and sailing brand in all years. No one knows for sure when the cross was erected, but it must be at least 1000 years old. It is refined by salt water and wind. Some believe that English missionaries may have erected the cross as early as the 10th century, but there is nothing to prevent it from being older. Since then, it has been a sailing mark for seafarers, from the Viking Age to today. Snorre Sturlason says that Erling Skjalgsson and Olav Haraldsson made a settlement at this cross in 1016.

 

3. Kvitsøy lobster museum

The Lobster Museum was opened by His Majesty King Harald in 2001. Since then, the museum has been further developed, and the Ryfylke Museum, together with the museum's friends association and the municipality, has built up three beautiful exhibitions. In 2013, a brand new rehabilitated lobster museum opened after the fire in 2011.

Today, the museum shows three exhibitions, "The boat and the engine", "Lobster - from pots to silver plates" and "All year round fishing". The exhibitions are based on the history of lobster, but with all fishing and other related industries. This shows especially again on the third floor which has boat building, agriculture, canning, sea houses and fishermen's homes. The Lobster Museum appears as a clear and relevant museum that has dared to focus on a selected main theme.

The Lobster Museum with the hatchery and fish reception has planned further development within the theme of marine painters Lauritz Haaland and lighthouse and pilot. The fish reception is also communicated through the building. For the hatchery, planned development, dissemination of the hatchery's and research findings has been made available to the general public and especially children.

The islands of Kvitsøy were established as a municipality on 1 January 1923 when they were separated from the municipality of Mosterøy. Initially, the municipality had 581 residents. The municipal boundaries have not changed since that time. The Old Norse form of the name was Hvítingsøy (jar) which means "the white island (s)", probably because there is white quartz in the rocks on the islands. Originally, the spelling of the municipality was "Kvitingsø", but later it was shortened to "Kvitsøy". The coat of arms was granted in 1989. The arms show three silver lighthouses on a field of blue. The choice of lighthouses and the color blue are symbolic of the importance of the sea for this island municipality.

Kvitsøy is first mentioned in the Snorre Saga, where Snorre records a truce being made between King Olaf II of Norway later to be known as St. Olav (Norwegian: Hellige Olav) and Erling Skjalgsson, under the stone cross. Later it seems that the islands were owned by the Church until the Reformation in 1536 (when the nation switched from Roman Catholicism to Lutheranism), when it became Crown property. In 1591, the population had become large enough to fund the construction of the Kvitsøy Church, which is still standing and the first new church in the county after the Reformation. From the mid-18th century, Kvitsøy was the location of one of the first navigation beacons in western Norway, and this was later converted to a lighthouse service when the Kvitsøy Lighthouse was built. Kvitsøy Vessel Traffic Service Center opened on 3 January 2003.

On Kvitsøy there is a 3.9 meter high stone cross from the early days of Christianity in Norway. In addition to being a Christian symbol, it was also used as a sailing mark. [5] Just off the stone cross are the ruins of St. Clement's Church. According to legend, this was demolished in 1270. The baptismal font from St. Clemenskirken has been found and functions as a baptismal font in today's church, which was built in 1600. In 1208, a peace treaty was signed between the Baglers and the Birkebeiner on Kvitsøy, which was named Kvitsøyforliket after the island. In the municipality there was a large radio transmitter, a transmission system for transmissions on shortwave and mediumwave. The radio transmitter was referred to as "Kvitsøy transmitter" or as "Kvitsøy broadcaster". The antenna masts, which were 115 meters high, were an easily recognizable landmark until they were demolished in May 2012.

The municipality's millennium site is a model of a tilting lighthouse next to the current lighthouse, Kvitsøy lighthouse. The model is of the tilting lighthouse that was erected in the year 1700. The farmers on Kvitsøy received the award for good care and management of the cultural landscape, especially through active grazing with sheep in the islets, and for the brand «Kvitsøylam». Erik Lillebråten, director of the Norwegian Cultural Heritage Foundation handed out the prize to the farmers on Kvitsøy together with Minister of Agriculture and Food Jon Georg Dale at the Lobster Museum on 1 August 2017. It was celebrated with kvitsøylam prepared by Kvitsøy chefs Karl Erik Pallesen and Lasse Pallesen.

Identity, common culture and history are important elements that are summarized in the lobster weekend. The lobster weekend runs from Thursday to Sunday, a weekend at the end of October. The Lobster Museum will be a gathering point during the lobster fishing season and convey the current culture for the whole island, across age and affiliation. Each lobster weekend has a different focus and theme through lectures, cultural expressions, concerts, exhibitions, plays, food service, history evenings and dissemination of research on lobster and lobster biology. The culture department in Kvitsøy municipality is responsible for the framework for the lobster weekend while voluntary teams, associations and actors actively contribute and create a local anchoring of the event.

All municipalities in Norway, including Kvitsøy, are responsible for primary education (through 10th grade), outpatient health services, senior citizen services, unemployment and other social services, zoning, economic development, and municipal roads. The municipality is governed by a municipal council of elected representatives, which in turn elect a mayor. The municipality falls under the Stavanger District Court and the Gulating Court of Appeal. The municipal council (Kommunestyre) of Kvitsøy is made up of 17 representatives that are elected to four year terms.
