Suldal is a municipality in the northeast corner of Rogaland county, Norway. It is located in the traditional district of Ryfylke. Since 1965, the administrative center of Suldal is the village of Sand i Ryfylke (prior to that it was the village of Suldalsosen). Other villages in Suldal include Haugsland, Jelsa, Marvik, Nesflaten, and Suldalsosen.
The 1,737-square-kilometer (671 sq mi) municipality is the 46th largest by area out of the 356 municipalities in Norway. Suldal is the 208th most populous municipality in Norway with a population of 3,804. The municipality's population density is 2.4 inhabitants per square kilometer (6.2 / sq mi) and its population has decreased by 1.2% over the previous 10-year period.
二、自然地理
1.地理条件
At 1,736 square kilometers (670 sq mi), Suldal is the largest municipality in Rogaland county. The municipality borders three counties: Vestland (north), Vestfold og Telemark (northeast), and Agder (east). To the north, Suldal is bordered by Sauda and Ullensvang municipalities, in the east by Vinje and Bykle, in the south by Hjelmeland, and in the west by Vindafjord. Across the Jelsafjorden and Vindafjorden lie the municipalities of Stavanger and Tysvær.
The mountain Kistenuten is located at the triple border point of Rogaland, Vestland and Vestfold og Telemark. [8] Other mountains in Suldal are Vassdalseggi, the highest mountain in Rogaland, Trollaskeinuten, Snønuten, Mælen, Knoda, Fitjanuten, Leirnuten, Kaldafjellet, Simlenuten, Steinkilenuten, and Raudberga, all reaching above 1,400 meters (4,600 ft) m.a.s.l. The Sandsfjorden and Hylsfjorden lie within Suldal, as does lake Suldalsvatnet. The Saudafjorden lies partially within the boundary of Suldal. The Erfjorden and the lakes Blåsjø, Holmavatnet, and Holmevatnet also lie on the boundary of Suldal.
2.交通情况
For goods that are transported by ship to or from over the municipality's quays, a goods tax must be paid. The calculation basis for weight is metric tonnes. Volume goods are converted to a unit of weight where 2 cubic meters = 1 tonne
Minimum price SEK 510 Change. Storage on quay NOK 500 / day.
For production companies that are directly connected to municipal quays, the councilor has the authority to make his own agreements. It is then a precondition that there is a certain volume over the execution.

三、经济发展和规模
The Ulla-Førre project of building huge hydroelectric dams in the mountains was initiated in the 1960s. At times, the project employed over a thousand people. The finished hydroelectric complex has a total capacity of approximately 2,100 megawatts (2,800,000 hp) and produces about 4.8 terawatt-hours (17 PJ) annually.
There are several letters related to being a public owner, including the ownership report to the government, St message 13 (2006/2007) “An active and long-term ownership” and KS's letter “Recommendation on ownership, corporate governance and control of municipal / county municipal owned companies and enterprises ”.
There can be both political and financial reasons for and separate operations in own companies, or be co-owners in a company. The motivation for forming a company can be, for example, to streamline service production or to be able to more easily perform tasks across municipal boundaries, or to provide joint pressure for the development of the region. The negative is that one transfers power from the municipal council to the board of the individual companies, something that gives less democratic control.
A little about the responsibility:
· Responsibility for corporate governance is political.
· The municipal council exercises ownership through the general meeting / supervisory board. Everyone
companies and corporations should be followed up systematically by hosting annual reports and annual accounts
reported politically.
· Representative at general meeting / in supervisory board is responsible for sending minutes,
annual report and annual accounts to the municipality.
Company forms
· IKS (intermunicipal company): Own legal entity. Only the municipality / county municipality can participate in the company. Other companies / persons can not be participants. Unlimited responsibilities. The Supervisory Board is the highest body.
· AS (limited liability company): responsibility for deposited capital. The General Assembly is the supreme body
· SA: Cooperatives
· Foundation: Own yourself. The supreme body is governed.
· KF (municipal enterprise). Part of the municipality. The municipal council is the highest body, however
follow-up of operations goes via the board.
Eigardel
· 91% Ein can forcibly trigger the other shareholders
· 67% Amendment of the articles of association requires 2/3 of the votes.
· 51% Payment of dividends, approval of annual accounts and election of board members demand more
than 50% of the votes.
· 34% Negative control. One can, among other things, stop statute changes.

四、产业特点重点项目
With 1730 km2 in area, Suldal municipality is by far the largest municipality in Rogaland. It starts with Ryfylkeøyar in the west, and ends up in the high moors towards Hordaland, Telemark and Aust-Agder.
The municipality has many natural prerequisites such as magnificent nature, Norwegian qualities such as clean water
and clean air, sea, water, rivers, valleys and mountains. This
provides a basis for significant energy production, production of agricultural products and stone and crushed stone extraction. Harvesting in the form of fishing, hunting and berry picking is an important leisure activity.
As can be seen from the table, the population development in
Suldal has been relatively stable in recent years. Tala also shows that it has our negative birth surplus most years.
Growth in Suldal municipality will depend on the number of residents moving to Suldal, especially those coming from abroad. This will depend on both well-being and access to work. Statistics Norway has predicted a decline in the population in Suldal, as the only municipality in Rogaland. Developments in recent years show, on the contrary, a positive development, something one must put all one's efforts into to sustain.
Main strategies
• The most important target group for the work of moving to Suldal is Suldalsungdom.
• The municipality shall have available attractive residential plots on Sand and in the district centers. The area for scattered settlement that already exists must be maintained.
• During the municipal planning period, new unimagined projects may emerge. When the municipality receives applications that can lead to new jobs, this is in the public interest of such great importance that it speaks in favor of dispensation from approved plans.
• It is a goal that rental housing should be available.
• As part of maintaining and attracting more families with children, municipal offers that apply to these will be given priority.
• Immigrants from both home and abroad must be integrated into the Suldal community. The village committee, schools and kindergartens in addition to voluntary forces have a special role in this work.
• In Suldal, we must be close to good offers. The municipal center Sand will consciously be built into a city that the inhabitants of the hamlets wish to use as a municipal center.
The following changes have taken place since the previous message was made:
· Suldal Elverk KF has been merged with Haugaland Kraft AS in exchange for shares. The ownership share is 2.89%. The decision was made in December 2018, cf. municipal council case 71/18. The final agreement was signed in February.
· Ryfylke Miljøverk IKS will be closed down at New Year at the request of several of the owner municipalities. The municipal council has decided to register the municipality in IVAR IKS, cf. municipal council case 46/19.
· Suldal asked the public AS was decided to establish in September 2018, cf. municipal board 49/18. The company will run the public swimming in Suldal Bad. The company was formally established in 2019.
· Suldal municipality has joined Haugaland growth's new company agreement, cf. municipal council case 16/19. The facts of the case state that the change "shall make the company more clear as a regional influence body".
Changes from previous message - operation
Some points from the general meeting / supervisory board, accounts and annual report to the individual companies:
· Gullingen Utviklingsselskap has a positive result and positive equity after several bad years.
· Rygjatun Eigedom AS has had a negative result for several years in a row. Operations were positive in 2018, but the total result including finance is in the red. Rygjatun property has large maintenance costs and high investments to adapt the building to technical and functional requirements. The financial plan provides for a municipal grant for the rehabilitation of the property with 1 million annually in the period 2018-2020.
· Suldalsposten AS has had two years in a row with positive numbers.
· Ryfylke Miljøverk IKS has had a negative result for several years in a row. It is a conscious strategy. The company has had many good years and money on the books. This now benefits customers through lower waste collection fees.
· The foundations are doing well (Suldal Bustadstifting, Hiimsmoenkollektivet and Ryfylkemuseet).

五、风景名胜,景点( attractions)
1. Suldal Church
Suldal Church (Norwegian: Suldal kyrkje) is a parish church of the Church of Norway in Suldal Municipality in Rogaland county, Norway. It is located in the village of Suldalsosen, on the shore of the river Suldalslågen, at the southern end of the lake Suldalsvatnet. It is one of the two churches for the Suldal parish which is part of the Ryfylke prosti (deanery) in the Diocese of Stavanger. The white, wooden church was built in a long church design in 1852 using designs by the architect Hans Linstow. The church seats about 600 people.
The earliest existing historical records of the church date back to the year 1319, but the church was probably built in the 11th century. The first church here was a stave church and it was historically called Vinje Church since it was located on the Vinje farm, just west of the village of Suldalsosen. During the late Middle ages, the priests of Vinje Church were canons at the Stavanger Cathedral. During the 1640s, the church was torn down and replaced with a new timber-framed building. The new church was not fully completed until 1670. This church served the Suldal valley for over 200 years before it was deemed to be too small for the parish. In 1852, a new, larger church was built about 50 meters (160 ft) to the east of the old church. After the new church was completed, the old church was torn down.
2.BIRD WATCHING
elsa Church (Norwegian: Jelsa kyrkje) is a parish church of the Church of Norway in Suldal Municipality in Rogaland county, Norway. It is located in the village of Jelsa. It is the church for the Jelsa parish which is part of the Ryfylke prosti (deanery) in the Diocese of Stavanger. The white, wooden church was built in a long church design in 1647 using designs by an unknown architect. The church seats about 150 people.
The earliest existing historical records of the church date back to the year 1280, but it was not new that year. The original church was a stave church that was located on the same site as the present building. In 1647, the old stave church was torn down and replaced. The west gable of the new church appears to have been built of staves from the older church. The new church has a rectangular nave and a somewhat narrower and lower choir. In the 1850s, the church underwent a major restoration and a sacristy was constructed on the east side of the choir and the exterior walls were re-sided. Also, the second floor galleries with additional seating were constructed around the sides of the nave. In 1871, the west end tower was demolished and replaced with a larger sacristy and an octagonal steeple was built on the west end of the nave.
In the 1950s, the church was restored and much of the 17th century interior and fixtures were restored. The original ceilings were restored and reconstructed. The ceiling of the nave has a starry sky painted on the ceiling, and in the chancel there are vines and arches with biblical figures painted on the walls. The richly decorated bench rails and doors from the original interior were restored and supplemented. Also, Christian IV's royal monogram was hung above the chancel opening. The pulpit comes from the previous stave church and it was made in 1623-1625.
3. Lappeenranta harbor
Suldalsvatnet (English: Lake Suldal) is the sixth-deepest lake in Norway. The 376-meter (1,234 ft) deep lake lies in the municipality of Suldal in Rogaland county, Norway. The 28-square-kilometer (11 sq mi) lake is the headwaters of the river Suldalslågen and it sits at an elevation of 69 meters (226 ft) above sea level. The lake has a volume of 4.49 cubic kilometers (1.08 cu mi). The 28-kilometer (17 mi) long lake is regulated for use in two nearby hydroelectric power plants.
六、历史文化
1.历史
The parish of Suledal was established as a municipality on 1 January 1838 (see formannskapsdistrikt law). In 1842, the northern district of the municipality (population: 1,584) was separated to become the new municipality of Søvde. This left Suldal with 2,030 residents. During the 1960s, there were many municipal mergers across Norway due to the work of the Schei Committee. On 1 January 1965, Suldal (population: 1,412) was merged with the neighboring municipalities of Sand (population: 1,135) and Erfjord (population: 610) as well as all of the municipality of Jelsa except for the parts on the island of Ombo ( population: 928) and the parts of Imsland municipality located south of the Vindafjorden (population: 61). On 1 January 1978, the parts of Vikedal municipality located southeast of the Vindafjorden on the Ropeid peninsula (population: 13) was transferred to Suldal.
The Old Norse form of the name was Súladalr. The first element is probably the plural genitive case of súla which means "pillar" or "column" (and then referring to the mountain pass Suldalsporten) and the last element is dalr which means "valley" or "dale". Before 1891, the name was written "Suledal". The coat of arms was granted on 11 March 1976. The arms show three wavy, yellow lines in bend on a red background. The lines represent the local river Suldalslågen which runs through the municipality.
The area that is now Suldal municipality has a long history of trade connections to the nearby valley regions to the north and east. The main mountain plateau trade route led east from Suldal municipality across the plateau to the nearby Setesdal valley in Bykle municipality in Agder county. Another route led north from Suldal in Rogaland county through the Røldal area in Vestland county, and then east into Vinje municipality in Vestfold og Telemark county. There has also been found Viking artefacts and graves in Suldal.
