Randaberg is a municipality in Rogaland county, Norway. It is located in the traditional district of Jæren, at the northern end of the Stavanger Peninsula. The administrative center of the municipality is the village of Randaberg.

Randaberg is located just north of the city of Stavanger. It is the northernmost conurbation of the Stavanger / Sandnes area, one of the largest urban areas in the country. The Byfjord Tunnel connects the islands of Stavanger Municipality to the east with the mainland of Randaberg. The Rogfast tunnel is going to be built from Randaberg, under the Boknafjorden, to the north side of the fjord as well as to the island of Kvitsøy.

The 25-square-kilometer (9.7 sq mi) municipality is the 350th largest by area out of the 356 municipalities in Norway. Randaberg is the 100th most populous municipality in Norway with a population of 11,221. The municipality's population density is 465.4 inhabitants per square kilometer (1,205 / sq mi) and its population has increased by 12.2% over the previous 10-year period.

Randaberg is still an active agricultural community, and produces over 80% of Norway's parsley. About 3/5 of the land is arable, and about 2% of the inhabitants are engaged in agriculture. Dairy production, chickens, and pigs are important industries. Only Klepp municipality surpasses Randaberg and has more agricultural production in Rogaland county. The first potatoes every year are grown here in Randaberg and are given to the Royal Family of Norway. However, due to its close proximity to the large city of Stavanger, the area is becoming more urban. There are three main suburbs of Stavanger where most of Randaberg's residents live: Randaberg centrum (310 houses), Viste / Goa (315 houses), and Grødem (135 houses).

The accounts have been prepared in accordance with the Local Government Act and the Regulations on annual accounts and annual report for municipalities and county municipalities. Final and preliminary standards issued by the Association for Good Municipal Accounting Practice are also used as a basis for closing the accounts.

Pursuant to section 7 of the Accounting Regulations, the following principles apply:

• All access and use of funds during the year must be stated in the accounts, and entry of use and use directly against the balance sheet must not occur.

• The device principle must be used in accounting. This means that all known income and expenses must be included in the operating and investment accounts for the year in question, whether they have been paid or not when the accounts are closed.

• All expenses must be accounted for gross. Thus, no deduction shall be made for associated income to the expense items, and the income items shall not appear with a deduction for any expense items.

• Investments in fixed assets with a value of more than NOK 100,000 and economic life longer than three years must be entered in the investment accounts and capitalized in the balance sheet at acquisition cost. Fixed assets are depreciated over their expected economic life in accordance with the regulations' provisions on depreciation periods.

• Accounts receivable and other receivables are stated at face value if they are not considered doubtful or obsolete.

Randaberg municipality finances the investments together. This means that the use of loans, installment income from Lyse and the use of unrestricted investment funds are not linked to the various investment projects. We still have an overview of what has been done and what remains of the investment projects.

In addition, the councilor in his own case in the extension of the annual accounts will propose to make necessary budget changes to use unused loan funds and / or fund funds for the projects that will be continued from 2019 to 2020 with funding from previous years.

Operating accounts

1) There are increased user payments on self-payment patients and reduced parental payment.

2) Reduced sales and rental income is due to reduced rental income, various sales and fees, rental income is reduced. The cost calculation in the VAR area for 2019 shows a small additional income from sludge, sweeping and drainage. And additional expenditure on water, renovation, planning and surveying. These are withdrawn from or allocated to funds in accordance with the cost regulations.

3) In reimbursements, NOK 24.6 million is sickness benefits, and NOK 24.4 million is reimbursement for resource-intensive users. The VAT compensation for operations is NOK 17.5 million. This is budgeted neither on the income nor expenditure side as it is net zero, see also correspondingly in note 7, transfers.

4) Framework grants and income equalization are NOK 1.4 million lower than the revised budget. This is due to higher income equalization due to that the tax revenue in the country was higher than in Randaberg. Tax revenue was NOK 8.4 million higher than the revised budget. Overall, the framework subsidy / income equalization and tax revenue 7 are higher than the adjusted budget.

5) Other government transfers are project funds for schools, health services, child welfare, drug work, compensation for investments in schools and health, integration grants and grants for the NAV introduction and qualification program.

6) Increased purchases of goods and services are especially on courses, transport, electricity, fees, repair / maintenance and temporary / consulting services. Lower rental expenses and maintenance of rental homes have correspondingly lower rental income.

7) In transfers, additional expenses in relation to the budget for VAT compensation operations amount to NOK 17.5 million.

8) Ordinary depreciation has been made on capitalized real estate, equipment, machinery and means of transport.

9) Interest income and interest expenses are a net NOK 8.6 million lower than the adjusted budget. This is mainly due to low loan interest rates and a good banking agreement. We have a number of certificate loans for which no ordinary installments are paid. We have therefore paid one

 extraordinary installment of NOK 2.5 million to obtain a total installment of NOK 40.0 million, which is the same as budgeted. The estimated minimum installment is NOK 37.5 million.

10) Net operating profit is the amount available before provisions and other annual settlement dispositions. Net operating profit for 2019 is NOK -0.84 million or -0.09% of operating revenues. Net operating profit in 2018 was NOK -3.88 million.

For 2019, the councilor has invested funds to cover price increases for the purchase of selected services in the service area, but not fully for the purchase of goods, which corresponds to a streamlining of NOK 1.7 million. The same was done in 2014-2018.

Reduced tax revenues, a new staffing norm in kindergartens, settlement of fewer refugees, staffing associated with new beds in nursing homes and places in PU housing means that the budget for 2019 and the financial plan for 2019-2022 are presented with comprehensive general austerity measures in addition to those completed in 2018 and previous years. General savings in 2019 (in relation to the operating level in 2018) are just under NOK 4 million. These are the same savings that were adopted for the current budget / financial plan. This will increase to NOK 12 million in 2020

and just under NOK 15 million in 2021 (compared to the level in 2018).

Randaberg Church (Norwegian: Randaberg kirke) is a parish church of the Church of Norway in Randaberg Municipality in Rogaland county, Norway. It is located in the village of Randaberg. It is one of the two churches for the Randaberg parish which is part of the Tungenes prosti (deanery) in the Diocese of Stavanger. The white, wooden church was built in a long church design in 1845 using designs by the architect Hans Linstow. The church seats about 460 people.

The earliest existing historical records of the church date back to the year 1316, but the church was not new that year. The first church in Randaberg was a stave church and it was located about 2.35 kilometers (1.46 mi) north of the present site of the church. The original church sat just east of the 73-meter (240 ft) tall Randabergfjellet mountain, a notable geographic feature in the municipality. In 1415, the church underwent some repairs and renovations. During the 1600s, the old church was torn down and replaced with a new timber-framed building. In 1845, a new church was built about 2.35 kilometers (1.46 mi) to the south in what is now the village of Randaberg. After the new church was completed, the old church was torn down.

Grødem Church (Norwegian: Grødem kirke) is a parish church of the Church of Norway in Randaberg Municipality in Rogaland county, Norway. It is located in the village of Grødem. It is one of the two churches for the Randaberg parish which is part of the Tungenes prosti (deanery) in the Diocese of Stavanger. The gray concrete church was built in a semi-circular design in 2000 using designs by the architect Ove Morten Berge. The church seats about 450 people. The church was consecrated on 28 May 2000 by the Bishop Ernst Baasland.

 

3. Tongue Lighthouse

Candles in an attic window in Tungevågen led the fishermen into Stavanger, and the herring gave the city great income. The lighthouse was later upgraded and modernized and eventually became an important sailing mark for all ship traffic in the area. After the last development in 1959, the facility consists of 4 buildings: lighthouse building, outbuilding, lighthouse keeper and lighthouse keeper's residence.

In 1984, the lighthouse was depopulated and replaced with a lantern on the skerry "Bragen" outside the headland. Today, Tongue Lighthouse is first and foremost a cultural lighthouse with a diverse range of activities. In the lighthouse building you can experience how the lighthouse keeper and his family lived in the 1930s, in the outbuilding you will find various themed exhibitions.

Tungenes and the surrounding areas are popular places for people in Sør-Rogaland and for tourists. The nature experiences are magnificent and rich in all kinds of weather and at all times, with the shipping lane outside you always have a feeling that something is happening here. Many people combine the visit to Tungenes with a walk in Tungevågen. Tongue Lighthouse is part of the Norwegian Coastal Administration Museum, agency museum for the Norwegian Coastal Administration.

The parish of Randaberg was established on 1 July 1922 when it was separated from the large municipality of Hetland. Initially, there were 1,256 residents of the new municipality. The municipal borders have not changed since that time. The municipality (originally the parish) is named after the old Randaberg farm (Old Norse: Randaberg), since the first Randaberg Church was built there. The first element is the plural genitive case of rönd which means "edge", "brink", or "verge" and the last element is berg which means "mountain"; however, the meaning of berg could also be "rock", or "cliff". Before the early 1900s, the area was known as Randeberg.

The coat of arms was granted on 26 June 1981. The arms show fourteen silver / white coins on a blue field. The arms are partly canting since the name is derived from rond which means "edge" and the coins are placed around edge of the shield. The coins symbolize the ball-shaped stones found in large amounts on the beach in Randaberg.

Some of the first inhabitants of Norway settled here, and it is believed that the first people came here around 12,000 years ago. It is thought that Svarthola (local name: Vistehålå) was the main shelter for a group of 25 persons, from around 6000 BC. These people were mainly gatherers and hunters, but from around 4000 BC they also started farming. From around 2000 BC, their main activity was farming.

During the summer the beaches here are very popular, and among the finest in the area around Stavanger. This includes Sandestraen and Vistestraen. Hålandsvannet, a small lake, is also a popular place for swimming.

There are three schools in the municipality: Harestad school, Grødem school and Goa school. They are all from 1st to 10th grade. There is a school subject responsible in the municipality, Jenny Elisabeth Nilssen, otherwise the schools are self-run. Harestad School has an operating board, while Goa and Grødem School have a co-operation committee (SU).

Randaberg also has an upper secondary school, Randaberg upper secondary school, which is located on the east side of Randaberg, right on the border with Stavanger. The school has study specialization and vocational subjects, as well as Media and communication.

The municipality's millennium site is the center, with the square and the surrounding area. The municipality also chose a millennial building, which is Grødem church. The millennial trees were also planted there.

All municipalities in Norway, including Randaberg, are responsible for primary education (through 10th grade), outpatient health services, senior citizen services, unemployment and other social services, zoning, economic development, and municipal roads. The municipality is governed by a municipal council of elected representatives, which in turn elect a mayor. The municipality falls under the Stavanger District Court and the Gulating Court of Appeal. The municipal council (Kommunestyre) of Randaberg is made up of 27 representatives that are elected to four year terms.
