一、所属省或是州,具体位置,人口,面积

Sokndal is the southernmost municipality in Rogaland county, Norway. It is located in the traditional district of Dalane. The administrative center of the municipality is the village of Hauge. Other villages in Sokndal include Li, Rekefjord, Sogndalsstranda, and Åna-Sira.

Sogndalsstranda is a picturesque, old fishing village, which may have inspired the municipality in becoming Norway's first member of Cittaslow. The Jøssingfjorden, known for the Altmark Incident, is also located in Sokndal.

The 295-square-kilometer (114 sq mi) municipality is the 267th largest by area out of the 356 municipalities in Norway. Sokndal is the 219th most populous municipality in Norway with a population of 3,280. The municipality's population density is 12.3 inhabitants per square kilometer (32 / sq mi) and its population has decreased by 0.2% over the previous 10-year period.

二、自然地理

1.地理条件

The municipality is the southernmost in Rogaland county. The North Sea lies to the south and west, the river Sira and the Åna fjord lie to the southeast (separating it from Flekkefjord in Agder county), the municipality of Lund lies to the east and north, and the municipality of Eigersund lies to the northwest. The lakes Grøsfjellvatnet and Eiavatnet both lie on the northern border of the municipality. The coastline of Sokndal is fairly smooth, although there are two larger fjords which cut into the municipality: the Rekefjorden and Jøssingfjorden. The Lille Presteskjær Lighthouse marks the entrance to the Rekefjorden. The southeastern part of the municipality is very rocky and rugged. It is the site of the large Tellnes mine, a large producer of titanium.

2. 交通情况

The basis for all traffic safety work in Norway is the zero vision - a vision that there will be no accidents with fatal or lifelong injuries in traffic. Road users and the authorities have a shared responsibility for road safety. High, dense hedges at exits or large branches that hang out at intersections make it very confusing for both motorists, cyclists and pedestrians. This is a big challenge during the summer months and at the start of school.

Ensuring a clear view along the roads is so important that the responsibilities are laid down in the law. It is you who lives along the road, who is responsible for mowing hedges and shrubs on your property, so that there is good visibility at the crossroads and at the exit. Many also have to cross the pedestrian and bicycle path to drive out on the road. Then it is especially important that hedges, trees or fences do not obstruct the view, so that you detect other road users in time to stop.

The municipality is an important player in traffic safety work. As a road owner, kindergarten and school owner, employer, buyer of transport services and responsible for the residents' health and well-being, Sokndal municipality has a great responsibility to prevent accidents.

Through laws and regulations, the municipality has a duty to work systematically with accident prevention work in all sectors. LMT is Sokndal Municipality's traffic safety committee.

In 2015, Sokndal Municipality was certified as a traffic-safe municipality. Safe traffic has developed criteria for a traffic-safe municipality. You can read more about the criteria, and the various laws and regulations that apply to the municipality's responsibility for traffic safety

三、经济发展和规模

At Tellnes, just east of Hauge i Dalane, there is an ilmenite mine run by Titania AS, supplying 10% of the world production of ilmenite (a type of titanium). It's also the world's largest opencast ilmenite mine.

Sokndal has a varied business life with the mining company Titania as the largest workplace with approx. 220 employees. Many of the workplaces are connected to mines and machine contractors. There is also a rich selection of companies in other types of industry: Wind farms, transport, pipe and industrial assembly, mechanical companies, transport, laundry, broadband, hotels, campsites, service, trade, etc.

Sokndal Municipality has a very high debt burden, and Norges Bank has announced that interest rates will gradually be able to rise again. An interest rate increase of only 1% increase will result in increased annual interest expenses of 2.1 million. Such an increase in expenses will not be possible to cover without a termination of employment.

If you look at Sokndal Municipality's financial objectives and key figures for recent years, it shows that the objectives have not been achieved to any great extent. Sokndal Municipality has struggled to achieve a net operating profit of 1.75%, unrestricted funds have been significantly reduced, and the loan debt is very high. Net operating profit says something about the municipality's financial freedom of action. It is measured in% of operating revenues and should, according to the latest recommendations from the central government, be at least 1.75% in order for the municipality to have the opportunity for provisions and self-financing of investments. Net operating profit must be 1.75% over several years, a municipality's finances must be described as healthy. Based on such a definition, Sokndal Municipality's finances have been unhealthy for several years. When this is seen in connection with the relatively strong revenue growth in the form of government transfers and a significant increase in property tax in the same period, it should give reason for a high focus on further economic development.

For the 2018 budget, an increase in property tax from Tellenes Vindpark of NOK 6,200,000 has been entered. This is a significant increase that amounts to 2.24% of net operating revenues. Nevertheless, there is an underbalance in the budget of NOK 4,222,000. This is a development that cannot continue without a high risk of a strong imbalance in the economy within a few years. It is crucial for future economic room for maneuver and sustainability that the municipality adapts its activities to the financial framework conditions.

Rådmann therefore proposes that cost reductions of 2% be adopted for all framework areas, which will total 4.2 million. Budget 2018 could have been presented with direct savings of 4.2 million from and including 01.01.2018, but it would have led to redundancies of employees. To ensure a good process and involvement from employees, the councilor recommends that savings be made throughout the budget year. You then have the opportunity to make salary savings in the event of natural attrition and termination of employment.

If Sokndal Municipality does not achieve budget targets for 2017 and there are increased unforeseen costs, savings for 2018 should be increased.

四、产业特点重点项目

The unit for project management in Sokndal municipality is responsible for ensuring that the municipality's project portfolio is carried out at the right time, right cost and right quality. The project portfolio consists of projects that have been approved politically through the investment budget in the financial plan. The unit currently consists of two people who follow up the municipality's projects.

Sokndal municipality has projects in several subjects, everything from digitization to the construction of pedestrian and bicycle paths. The municipality currently uses https://www.mercell.com/ as our electronic KGV tool for announcing tenders. Here, the municipality will publish current projects.

To maintain today's welfare, we must develop a culture and an operation where we solve more tasks in new ways with fewer hands than today. It will require that all framework areas contribute and that the municipality's leaders at all levels take special responsibility.

The flood project that was started in 2016 could give Sokndal Municipality significant costs in the coming years. Based on a signal from NVE, NVE will cover up to 80% of these costs. Total costs have not yet been clarified, but they will be significant.

五、风景名胜,景点( attractions)

1. Sokndal Church

2.png

Sokndal Church (Norwegian: Sokndal kirke) is a parish church of the Church of Norway in Sokndal Municipality in Rogaland county, Norway. It is located in the village of Hauge. It is the main church for the Sokndal parish which is part of the Dalane prosti (deanery) in the Diocese of Stavanger. The white, wooden church was built in a cruciform design and in a Louis XVI style in 1803 using designs by an unknown architect. The church seats about 800 people.

The earliest existing historical records of the church date back to the year 1307, but the church was not new at that time. Records from the 1600s refer to the church as Sankt Jakobs kirke, so it was likely dedicated to Saint Jacob. The medieval church stood on the site for centuries and over time it was renovated, repaired, and rebuilt. Records show that from 1734-1740, the church underwent an extensive renovation project to repair the very old church. It is likely that by then the church bared little resemblance to the original church but rather looked like a patchwork of old an old stave church and newer timber-framed construction. Around the turn of the 19th century, the old church was torn down and a new building was constructed on the same site. The new cruciform church was partially completed in 1803 when it was put into use. It was finished over the next four years and it was consecrated on 8 July 1807.

2. Åna-Sira Church

3.png

Åna-Sira Church (Norwegian: Åna-Sira kirke) is a parish church of the Church of Norway in Sokndal Municipality in Rogaland county, Norway. It is located in the village of Åna-Sira, on the northwest shore of the river Sira on the border with Agder county. It is one of the two churches for the Sokndal parish which is part of the Dalane prosti (deanery) in the Diocese of Stavanger. The white, wooden church was built in a long church style in 1888 using designs by the architect Jacob Wilhelm Nordan. The church seats about 100 people. The church was consecrated on 16 March 1888.

3. The Rossland god

4.png

The Rossland god is a 61 cm high stone head found at the beginning of the 18th century on Rossland in Sokndal municipality in Rogaland. The head was discovered in a stone clock in an area rich in archaeological finds, such as two blot vessels, a horn and several bowl pits. It is believed that the Rossland god has been associated with the worship of Frøy.

There has been debate about whether the head is a forgery or whether it is in fact a real stone head from prehistoric times. Archaeologists have, after further investigation, concluded that it is probably authentic and can be dated to the pre-Christian Iron Age. The god of Rossland is then unique, as it is the only stone head of its kind found in Norway. The stone head came into the Dalane Folk Museum in Egersund in the museum's founding year 1910, where it is still located. A copy of the stone head is located on Rossland where the original was once found.

六、历史文化

1.历史

The parish of Soggendal (later Sokndal) was established as a municipality on 1 January 1838 (see formannskapsdistrikt law). In 1845, the small lading place of Sogndal (population: 348) was separated from Sokndal as a municipality of its own. This left Sokndal with 2,819 residents. On 12 December 1868, a small part of Sokndal (population: 41) was transferred to neighboring Eigersund municipality.

On 1 July 1944, the small lading place of Sogndal (population: 311) was reincorporated into Sokndal. In 1947, a small area in Sokndal (population: 7) was transferred to Eigersund. On 1 January 1967, the Tjørn farm (population: 10) was transferred from Eigersund to Sokndal.

The Old Norse form of the name was Sóknardalr. The first element is the genitive case of the river name Sókn (now Sokno) and the last element is dalr which means "valley" or "dale". The river name is derived from the Old Norse verb sœkja which means "seek" and so the meaning is "the river which seeks (finds / forces) its way". Before 1918, the name was written "Sogndal" or "Soggendahl".

The coat of arms was granted on 8 July 1988. The arms show three black pickaxes on a yellow background. These were chosen to symbolize the importance of mining and agriculture in the municipality. It was designed by Johan Digernes of Haugesund.

2. 文化体育

The municipality's millennium site is Kultursenteret Hauge old school. Hauge old school became a reality in 2000 and is used by a number of different teams and associations, with many and varied activities.

In the autumn of 2016, the culture school moved into completely new premises on the school grounds. It is currently approx. 165 students who are taught by 7 teachers. The cultural school's goal is to give students positive, healthy and inspiring interests and skills, so that they have a good childhood and adolescence with cultural challenges. All students will be offered to play at our cultural events, and we will also work actively to ensure that all students are offered fun activities in addition to great concert experiences.

In 2020, the Sokndal Days will be held from 28 to 31 May. During the opening of the Sokndal Days, this year's Sokndøl will be chosen. Statutes for selection of this year's Sokndøl:

Selfless and non-profit work for children, young people and other inhabitants of Sokndal.

In his profession, he showed ingenuity, improvements in production and / or product development.
