Lelystad (Dutch pronunciation: [ˈleːlistɑt] (About this soundlisten)) is a municipality and a city in the centre of the Netherlands, and it is the capital of the province of Flevoland. The city, built on reclaimed land, was founded in 1967 and was named after Cornelis Lely, who engineered the Afsluitdijk, making the reclamation possible. Lelystad is approximately 3 metres (9.8 feet) below sea level.

 Lelystad is the largest municipality in the Netherlands in area, but a large part of that area is water: Markermeer and IJsselmeer. Another major area is the internationally famous nature park of Oostvaardersplassen, which arose naturally when the polder of South Flevoland was drained. Lelystad is also surrounded by a square of woodlands and parks and flat farmland. The importance of the landscape and sky is emphasized by several pieces of land art: engineers' work and works such as the Observatorium by Robert Morris (see below).

 The artificial islands of Marker Wadden lie immediately to the northwest of Lelystad. Construction started in 2016, and the first islands have already become important wildlife sites, with many species of birds coming to the islands during the breeding season.

Transport

Lelystad can be reached by air, water, and land.

Air: Lelystad Airport is the biggest general aviation airport in the Netherlands. It is owned wholly by Schiphol Group. Lelystad Airport is currently undergoing major expansion, including the construction of a passenger terminal for commercial flights, as well as an extension of the runway. Commercial flights are expected to take off from and arrive at Lelystad Airport in 2020, with Ryanair and Transavia showing interest in operating from the airport.

Water: Lelystad has a small inland port, several marinas, and a canal system which also functions to aid in managing the water levels in the rest of the polder. The canal system connects to the Markermeer with a lock to the southwest of Lelystad, and connects the city and its industrial areas to all other towns and their respective industrial areas in the polder.

Rail: the Weesp–Lelystad railway (Flevolijn) extends south from Lelystad Centrum railway station and connects the city with Almere, and to the Randstad region beyond. The Lelystad–Zwolle railway (Hanzelijn) extends north from Lelystad and connects it with Dronten, Kampen and Zwolle.

Motorway: The A6 motorway runs along Lelystad on the eastern side of the city. There are two on-ramps connecting this motorway to Lelystad, each allowing traffic to travel northbound to Emmeloord and the province of Friesland, or southbound to Almere and the Randstad region.

Provincial roads: The N302 provincial road runs through Lelystad, this road connects Lelystad to the south-east with Harderwijk and the province of Gelderland beyond, and across the Houtribdijk to Enkhuizen and the province of North Holland beyond. The N307 and N309 extend to the east from Lelystad, both connecting to Dronten and beyond that to Kampen in the province of Overijssel and Elburg in the province of Gelderland respectively.

The city of Lelystad is becoming a logistical force to be reckoned with in the Netherlands.

With plenty of space and an excellent business climate, the Lelystad city council believes that

the Flevoland provincial capital forms an attractive logistics hotspot, together with Almere

and Zeewolde. This is underscored by its high classification in the ranking of logistics

locations. “We've risen from 12th to 4th place. The number 1, Tilburg/Waalwijk, had better

watch out,” says Janneke Sparreboom, the alderman responsible for Economic Affairs.

Until recently, the city of Lelystad was known as a provincial capital that was distinctive for services and healthcare. Over the last few years, the profile has shifted to that of a city with distribution, storage and trade facilities. With the establishment of the XXL distribution centre of Spanish clothing manufacturer Inditex (Zara and Pull & Bear) at Lelystad Airport Businesspark (LAB) drawing other companies to the park, as well as the major expansion of bicycle manufacturer Giant and Port of Flevokust becoming operational, this is just the start. Alderman Sparreboom from the People’s Party for Freedom and Democracy (VVD) is also aware of other interesting projects in the pipeline, although understandably she regrets that she is unable to talk about them at this stage. “This is good for our economy, and good for employment - which increased grew by 900 full-time jobs in Lelystad last year,” explains Jan-Nico Appelman, Provincial Executive member from the Christian Democratic Alliance (CDA).

The annual ranking of logistics hotspots, on which Lelystad-Almere-Zeewolde now surprisingly

occupies fourth place, was created by 34 experts who ranked the 28 most important locations on the basis of six criteria. These six criteria are the availability of suitable personnel, sufficient development land and housing, government cooperation, the commitment and motivation of employees, the presence of good infrastructure and accessibility. Sparreboom: “If you look at the labour potential, for example, there are sufficient matches with the logistics sector in our relaxed labour market. Specific training is provided for this at the ROC regional training centre. In terms of accessibility, the widened A6 motorway, the planned airport and the high-speed railway line to Amsterdam and Zwolle are favourable aspects. Over the years, hundreds of millions of euros have been invested in Lelystad Airport, Port of Flevokust and various infrastructure projects. And, as mentioned, there is no shortage of space. We still have sufficient hectares in the various business parks.”

Quality of the landscape

In addition to the responsibility for the regional economy, Flevoland administrators are also occupied with the sustainable and efficient distribution of the space in the city of Lelystad and the surrounding area. As concerns about the ‘boxy’ character of the landscape are increasing with the construction of large distribution centres and warehouses, the question arises as to how the city of Lelystad and the province will deal with this.

Alderman Sparreboom replies, “As space becomes scarcer, we need to look more critically at how it is used. That goes without saying. Fortunately, we have the luxury of a large municipality in which the different functions - logistics and recreation - can coexist harmoniously.” Provincial Executive member Appelman adds, “I would like to stress that Flevoland, with its large-scale landscape management, is very suitable for the development locations we are discussing. In fact, Flevoland has been designed to preserve landscape quality elsewhere. Our province forms part of the solution for spatial quality elsewhere, without compromising the spatial quality of our own region. The provincial grid has been set up for that purpose.”

The growth of existing companies is also continuing, the alderman emphasises. “In addition to

Lelystad Airport Businesspark and Port of Flevokust, the city of Lelystad also has the industrial parks Oostervaart and Zuiderpark, where Giant, dairy producer Farm Dairy, Marfo (meal service), coldstore logistics service provider Kloosterboer, logistics service provider St. van den Brink and potato giant McCain are working on new developments,” says Sparreboom.

Vibrant and dynamic

Looking to the future, it is important to ensure that the profile of the city and the region is future proof. Structural employment and economic growth are important factors in this. In addition to

logistics companies occupied with storage and distribution, Flevoland is also happy to welcome

manufacturing and logistics companies.

The Zilverparkkade seen from the Zilverpark

 Zilverparkkade is a street in Lelystad, Netherlands, containing a continuous row of wall-to-wall buildings constructed between 2002 and 2007. The name is used to refer to the group of buildings as a whole, as they were constructed together as an architectural project within the framework of renovation of the city center of Lelystad. The word kade means "quay" or "embankment", as the buildings face an artificial body of water within a small park called Zilverpark.

 The Zilverparkkade was conceptualized by Adriaan Geuze of the urban planning and landscaping bureau West 8, who envisaged it as a mixed development of both office and residential use, with 10 narrow plots for separate buildings of differing height. Every building was designed by a different architect, resulting in a striking postmodernist lineup of facades. The concept of a number of different narrow, tall facades mirrors the historic canal house arrangement typical of many Dutch cities. Due to its modern and tall appearance, it is also compared to arrangements such as the Vlissingen seaside boulevard.

Lelystad is built on the seabed of the former Zuiderzee. About 6500 years ago this wetland was above high tide level and inhabited; the Netherlands have steadily subsided since. Near Lelystad at Swifterbant, the oldest human skeletons in Western Europe were discovered. Due to rising water levels and storms, the peatlands were washed away, and the Lacus Flevo (in Roman times) grew to be the Almere (Middle Ages) and became the Zuiderzee. The Zuiderzee (Southern Sea) was the main transport route from Amsterdam to the North Sea and the Hanseatic League cities. Due to the many shipwrecks in Flevoland, Lelystad now houses the National Centre for Maritime History, with a museum and the shipyard that has built the Batavia replica.

After the Second World War the Zuiderzee Works continued, constructing the polder of Eastern Flevoland. In 1950 work commenced on several construction islands in the middle of the IJsselmeer. Lelystad-Haven was the largest island, and its wooden barracks housed a community of dyke-builders. In 1955 they reached the mainland, which made it possible to drive to Lelystad by car. One of the three pumping stations, which drained the polder in June 1957, was the diesel-powered Wortman in Lelystad-Haven. Until 1967 the only inhabitants of Lelystad were technical engineers and laborers and superintendents, living on the former construction island.
